Entirely valid point. I based this method on 2009 (http://www.schoolsdebate.com/years/2009/tab_rankings.pdf) where the ballots in the out-rounds weren't included. No future year has given a re-ranking of teams.
Certainly there is a valid argument to say that teams that gain extra ballots in the out-rounds should 'rank' higher. Perhaps this is something to be considered for WSDC 2014. Perhaps a less numerical system amongst the Top 16 would bring better peace of mind.
To be honest, I think it makes little difference what the precise number is. A quarter-finalist is a quarter-finalist. To reach whatever stage of the out-rounds that Teams do, is an achievement in itself that ought to be celebrated.

For example, I would make the argument that it should be:

Rank	Team	Wins	Ballots	Average Score per Debate
1. (5) GF	Australia	7	20	768.5
2. (2) GF	Swaziland	7	21	764
3. (3) SF	Singapore	7	21	763
4. (9) SF	Ireland	7	17	759.5625
7. (7) QF	Mexico	7	20	755.0625 (8 wins - 24 ballots)
6. (6) QF	England	7	20	757 (8 Wins 23 ballots)
5. (4) QF	South Africa	7	21	758.0625 (8 Wins 22 ballots
8. (16) QF	Canada	6	14	752.875

Because if we are going off of wins and ballots then we should include the elim rounds wins and ballots as well. Why is this not the way that it is done?
